[Az-Geocaching] Cache Placement rules

I think it is important to keep in mind is, what will be the effect of my
cache?? in other words when people start showing up and act elusive about
why they are there....

with one cache it caused a security guard to actually work..
with another it caused a person in the neighborhood to block the access
road...
still one that made you stop and look at something that you have been
driving past for months and not knowing it was there..
then another that was so public that people thought drugs were being hid and
taken..

it boils down to common sense and honesty
